One of the FBI's most wanted fugitives, Raymond "Red" Reddington, surrenders in person at FBI Headquarters in Washington, D.C. He believes that he and the FBI share the same goal of apprehending dangerous criminals and terrorists. He's compiled a list of the most important criminals and terrorists over the previous two decades, but the FBI can't identify them since it doesn't know they exist. Reddington refers to this as "The Blacklist." Reddington is willing to cooperate, but only with Elizabeth Keen, a rookie FBI profiler.
