In his efforts to bring criminals to justice, FBI agent Charles Barker frequently employs questionable methods that border on illegality, which unnerve his inexperienced partner Ellis Dove. During the first season, Barker is probed for supposed wrongdoing by his fellow FBI agents. Internal affairs agent Ray Beaumont (Larry Gilliard) challenges Dove's allegiance to his partner by approaching him for information. Dove learns shortly thereafter of Barker's darker past secrets.
