There is a new law in place that makes mixed-breed dogs pay a lot more than they should. Dog owners don't want to keep their pets, so shelters become full. Lili, a 13-year-old girl, fights to the death to keep her dog Hagen safe. Her father eventually lets the dog out on the street. They try to find each other as hard as they can, but Lili loses faith. Hagen, who is homeless, learns that not everyone is a dog's best friend. Hagen joins a group of stray dogs, but soon he is caught and sent to the pound. Without hope, the dogs will find a way out and start a fight with people. Retribution from them will be harsh. They think Lili can stop this fight between man and dog. She may be the only one who can.
