A string of killings has gripped the nation, and the longer the police fail to apprehend the perpetrator, the more the general populace becomes alarmed. Choi, a highly successful investigator whose techniques have always kept him from advancement, believes that this case may be his last chance to make something of his career. He and his former mentor Jang agree that they will do everything it takes to apprehend the next best suspect as the serial killer – no matter how much it costs. Just as it appears that all of the dirty tricks, nefarious activities, and treacherous secret bargains are about to be revealed, all of the parties involved find themselves drawn deeper into the quagmire of questionable morals and flagrant violation of the law. The search for the murderer begins to bring the four guys together, despite the fact that none of them is especially interested in identifying the perpetrator.
