Reclusive ex-cop Gannon is compelled to come out of retirement after learning that the gunman is from the same militia that he joined shortly after leaving the force. To prevent a chain reaction of bloodshed across the country, Gannon quarantines his fellow militiamen in the secluded lumber mill they name their base. Interrogations are carried out in an effort to find the killer and hand him up to authorities so that there will be no more carnage.
