The Negotiator

The police try to catch expert hostage negotiator Danny Roman, but he says that he is being set up for the murder of his partner in what he thinks is a complex plot. He thinks there might be evidence in the Internal Affairs office that could clear him, so he holds everyone in the office hostage and demands that a well-known negotiator be brought in to handle the situation and investigate the conspiracy in secret.
