Liu Xuan, a playboy business magnate, purchases the Green Gulf, a natural sanctuary, for a sea reclamation project and uses sonar technology to eradicate the marine life. Unbeknownst to him, the Green Gulf is inhabited by merpeople, and the sonar has caused many of them to succumb to disease or perish. Shan, a mermaid ordered to avenge her people, poses a threat to Xuan's economic endeavors in the area when they cross paths.
