Incoming Detective Squad Chief Choi is set for a raise. While driving home, he accidentally commits murder while celebrating with his co-workers. His rise has prompted him to cover up the crime. The next day, a body is found hanging from a crane at a building site on the local news. Seeing the body of a man who he killed hanging from a tree has left Choi inconsolable.
