Careless authorities assessor Sai Gau (Zhang Jin) is on an objective to crack down on criminal Shing's (Shawn Yue) gold contraband scheme, yet stops working to arrest him. As Sai Gau proceeds his manhunt, he uncovers Shing's participation with set of three boss Blackie (Yasuaki Kurata), that hides on a casino cruise ship on the high seas. Shing has been involved in a power battle within the smuggling ring, and also is compelled to eliminate his taken on papa. He likewise sheds his share of gold contraband to Blackie.
