They face their toughest foes yet when mysterious international investors plan to demolish Treasure Town and build an amusement park in its place. To save the city from destruction, only Black can step up to the plate, while White must intervene to keep Black from succumbing to his darkest instincts. Black and White urchins patrol the streets of an unknown city in a bid to keep out other gangs from encroaching on their territory. The fact that White is an 11-year-old boy who can't even put on his own clothes should not be overlooked. Black, now a little more of an adult, is a more well-rounded individual who treats his pal like a son. Their city is "our town" for both of them. Suzuki, called the Rat, is another yakuza commander who sees the city as his own property. Concerned about the lull in crime in their area, local police are concerned about Suzuki's plans to return.
