Kitano portrays Murakawa, a yakuza from Tokyo who has grown tired of the mafia lifestyle. He is dispatched to Okinawa by his boss, along with a handful of his subordinates, to assist in the resolution of a gang war, ostensibly to arbitrate between two feuding clans. While he is considering whether or not he should have been sent to Okinawa in the first place, Murakawa's offices are bombed, and he and his gang are ambushed in a bar, prompting him to wonder why he was sent there in the first place.
