In 1968, designer Giorgio Rosa established the independent state called "The Isle of Roses" off the shore of Rimini, built on a system outside the territorial waters, with Esperanto as the main language. The Italian authorities did not take it well due to the fact that the micronation was viewed as an expedient to not pay taxes on the incomes obtained thanks to the arrival of countless travelers as well as curious people.
