Ching is a detainee at a Hong Kong prison that houses a large number of mainland Chinese detainees. Ching flees to meet his orphaned kid. He surrenders to authorities, but the vindictive security head, Zau, arranges for Ching to be set up in the eyes of the Mainland gang, led by the charming Dragon. Both Dragon and Ching then flee, hooking up and bonding as fugitives. When Ching is apprehended, he starts a riot to save his own skin from the Mainlanders. In the midst of the mayhem, Ching exacts his vengeance on Skull (who set him up with the help of Zau) and Zau.
