Roy Parmenter is a San Diego FBI agent; his colleague was assassinated 20 years ago by a Soviet spy known as Scuba, who is still at large. Scuba is now extorting the Soviets; to demonstrate his seriousness, he is assassinating their operatives one by one, even "sleepers," deep cover spies awaiting orders. Roy conducts an interview with Jeff Grant, a high school senior and Air Force Academy applicant. Roy discovers that Jeff's parents are serial killers during a regular background check. He must determine whether Jeff is also a spy, confront the parents while remaining protective of them, and apprehend his opponent. Meanwhile, the Soviets have dispatched their own agent, the reclusive Karpov, to apprehend Scuba. Allegiances ebb and flow; it's a game of cat and mouse.
