Hell Comes to Frogtown

The hero of the story is known as 'Hell.' He is a prisoner of the women who now rule the United States following a nuclear/biological war. As a result of the war, mutants have evolved, and the human race is on the verge of extinction due to infertility. Hell is assigned the task of assisting in the rescue of a group of fertile women from the mutant leader's harem (resembling a frog). Hell cannot flee because he has a bomb attached to his private parts that will detonate if he strays more than a few hundred yards from his guard.
