Mr. Alexander, played by Seagal, is an old-school mob leader who governs his criminal empire with a mixture of chivalry and savagery. He dispatches Roman Hurst, his most trusted enforcer and protégé, to carry out a routine prison hit (Foster). When the hit goes wrong, Hurst is forced to pay the price for his mistakes: he is expelled from the place where he previously had a stronghold. Although Alexander is cold-blooded and known as "The Iceman" (Rhames), a battle for the city's soul is in the works between him and a vicious Mexican cartel.
