Death Before Dishonor
He goes to an American Embassy in the Middle East to start his new job. As a result of the Ambassador's 'enlightened' views, the marine security detachment he runs is very limited in what they can do and where they can be. This is because they don't want to upset their host government. As a result, when terrorists attack the compound, they are able to take hostages and flee with very little resistance when they do so. It doesn't matter if the Ambassador says not to do that, or if Burns doesn't follow the rules. He becomes a one-man army in a bid to save the hostages and wipe out the terrorists.
