In the future, juvenile gang violence is so severe that the neighborhoods surrounding certain schools have become "free-fire zones" where not even the police will enter. Dr. Robert Forrest delivers "tactical education units" when Miles Langford, the principal of Kennedy High School, tries to take his school back from the gangs.
