In America, assassinations are common because of the mafia. Inferno is behind most of these dealings by using their near-invincible human weapon "Phantom." Japanese visitor witnesses Phantom's newest murder. The tourist hides in a remote building. Phantom, revealed to be Ein, and "Scythe Master" capture and brainwash a tourist.
