When a car bomb goes off on the U.S. side of the U.S.-Mexico border, Miguel Vargas, a Mexican drug agent, and Hank Quinlan, an American police captain, start to look into it. When Vargas starts to think that Quinlan and his shady partner, Menzies, are planting evidence to frame an innocent man, he and his new wife, Susie, are quickly put in danger by his investigations into their possible corruption.
