The con artist Harry Berg is both. He makes big sculptures out of TV sets, but he isn't very good at either one, so he's not very good at either. He owes money, which gets him into trouble with Rachel Dobs, a police detective who works for a debt collector. As soon as Harry gets a strange package, both the con man and the detective get caught up in a sinister corporate plan to fix the lottery.
