A group of high school students, lead by a wealthy young man named Derek, are fed up with school violence and decide to form an underground vigilante organization known as the "Brotherhood of Justice." It all begins with the concept of "observing people," but things quickly spiral out of hand. The "Brotherhood of Justice" turns out to be another another violent gang. Derek wishes to put a stop to it, but it is too late; so, he accepts responsibility and submits himself to the law.
