Currently, it's 2023. In early 2010, a military dictator, Leonardo Ponce, seized control of Quito and built a wall around the city. Marcos and Santiago are leading a group of revolutionaries who are on the verge of a coup d'état. The day before the walkout, Santiago takes the stage and begins to pose challenging questions that compelled everyone to re-evaluate their motives. Ponce, meantime, is trying to figure out what is going on beyond the city walls from the comfort of his palace. One of the rebels has been captured in an unusual movement. As much information as he can out of him, Ponce tries to pry it from him. Quito 2023 portrays the human side of the revolution, as well as the internal struggles of its leaders and the futility of an area that cannot be managed, despite being confined to only two locations.
