Tom Dodge, a bumbling Navy lieutenant, has been granted one final chance to clear his record of mistakes. The Stingray, a submarine that can barely keep its head above water, is sent to Dodge by Admiral Graham, his arch-enemy. Add insult to injury by revealing that the Stingray will be the target of the future war exercises... Dodge's team, to make matters worse, is comprised of a collection of idiots who are even more stupid than he himself!
