Surat is a name given to a gathering of like-minded individuals. After much deliberation, they've opted to go up against Fumito Nanahara, a powerful politician who holds sway over most of Tokyo's government. They find "Tower," the secret organization behind Fumito that conducts human experiments, while utilizing the Internet as a weapon to learn more about Fumito.
