Thousands of protestors descended on Seattle, Washington in protest of the World Trade Organization's Ministerial Conference in 1999. (World Trade Organization). A peaceful demonstration with the purpose of halting WTO negotiations turned into a full-scale riot and, finally, a State of Emergency, with demonstrators pitted against the Seattle Police Department and the National Guard, according to the Seattle Times.
